Lifetime Fleet × Optimus V3

The Compliance Bridge
for Physical AI in Europe

Tesla Optimus V3 is the world's most capable humanoid robot. DWS IQ is the EU compliance layer that makes it legally deployable in regulated industry — before the EU AI Act enforcement date, and before Tesla's EU market entry.

Optimus Here

Why Optimus Needs a Compliance Bridge

Tesla sells EVs in Europe under hardware type approval. Optimus is different — it is a physical AI system. That lands it under the EU AI Act, Machinery Regulation 2023/1230, GDPR, and NIS2 simultaneously. Without a sovereign compliance wrapper, Optimus waits in the hallway for legal clearance.

Regulation The Friction DWS IQ Resolution
EU AI Act — Annex III High Risk Optimus in industrial settings = high-risk AI. Requires notified body conformity assessment. DWS IQ provides Article 12 logging, reasoning lineage, human override — the full conformity layer.
CLOUD Act Tesla/xAI are US entities. US authorities can demand any data they store, including EU facility data. Grok inference runs 100% locally on GN-100 NVIDIA cluster. xAI never sees customer data.
Machinery Regulation 2023/1230 Optimus as "machinery" needs CE marking — 12–18 months through EU notified body. DWS IQ provides technical file, EU-language documentation, and 27-country compliance support.
GDPR Article 22 Robot cameras + sensors = biometric/operational data processing by a US entity. Human Captain always has final override. DWS IQ enforces this architecturally with audit trail.
NIS2 Directive Energy, transport, manufacturing = critical infrastructure. US-cloud AI is legally unacceptable. Air-gapped GN-100 cluster. Zero US cloud dependency for any operational function.
EU AI Act Article 12 Every Optimus AI decision must be automatically logged and auditable. DWS Aiwen logging layer captures all AI events on-prem. Logs never leave the private fabric.

Hands Partnership Requirements

For any robot platform to integrate with DWS IQ Captain's Bridge, the following are non-negotiable. These are not preferences — they are the minimum requirements for EU AI Act compliant physical AI deployment.

🔌

Local Control Protocol

All robot commands, sensor reads, and task execution must run over local network only. No cloud dependency for any operational function.

JSON-RPC 2.0 over GbE VLAN
Control loop ≤ 10ms
Hardware safe-stop on disconnect
📋

Article 12 Logging Interface

Every robot action must be log-able with full reasoning lineage: timestamp, task ID, AI decision chain, confidence score, human approval status.

Structured JSON log per action
Immutable on-prem storage
Export format for national authorities

For deployments where Optimus cameras trigger biometric classification, DWS IQ logs include period of use, reference database, and matched input data per Annex III requirements.

🛑

Human Override — Hard Requirement

Hardware and software emergency stop accessible to any credentialed Captain. No autonomous operation without human-in-the-loop confirmation for irreversible actions.

Physical e-stop relay
Software kill via DWS IQ UI
Response time ≤ 1 second
🔒

EU Certification Path

Robot hardware must have a credible path to CE marking under Machinery Regulation 2023/1230. DWS IQ provides the AI system compliance layer — partner provides the robot hardware file.

Technical file (robot safety)
Notified body engagement
Joint integration testing
🌐

Network Isolation

Robot must operate with zero active internet paths during task execution. Software updates via separate maintenance channel only (Starlink uplink, scheduled windows).

Air-gapped operational mode
VLAN isolation from internet
Update channel: maintenance-only
📡

Sensor Data API

Structured access to robot sensor streams for DWS IQ agent integration: visual, tactile, positional, environmental. Used for EU compliance verification tasks.

REST or gRPC stream
Camera, LIDAR, force/torque
Real-time + batch export modes

The 4-Partner Stack That Grok Conducts

DWS IQ is already embedded in a four-partner hardware and data ecosystem. Grok steps in as the reasoning layer on top of existing, proven infrastructure — not as a replacement.

Grok's role: synthesize Siemens PLC anomalies + ABB energy data + 20 industry LLM outputs into one clear decision for the Captain. Then send the executable plan to Optimus. The 4-partner stack is already running. Grok steps in and starts conducting tonight.

BYO Everything — No Rip-and-Replace

DWS IQ is model-agnostic, agent-agnostic, and tool-agnostic by design. The hybrid mode is the enterprise sweet spot: bring your existing agents, ERPs, tools, and robots. DWS IQ and Grok make them 10× smarter without replacing them.

Grok Conducts 16 Specialist LLMs. Optimus Executes.

DWS IQ runs 16 precision-tuned open-source LLMs — one per EU industry vertical — locally on the NVIDIA GN-100 cluster. Grok (xAI) acts as the master conductor: it runs a 4-agent debate across all 16 specialists, then synthesizes one clear, actionable plan for Optimus to execute.

Captain types on phone: "Optimus, check the cement kiln for heat loss and fix the insulation safely."

Grok reasons locally → synthesizes from 20 industry LLMs → sends task plan → Optimus walks in, executes, reports back → full Article 12 log created automatically.

Zero cloud. Zero compliance risk. One human stays in command.

All inference stays local on the customer's GN-100 NVIDIA cluster. The sovereignty button lets regulated customers swap Grok for Mistral Large (EU-sovereign, SAP cloud Sweden/France) with one click, zero downtime, full audit log created automatically.

Not Just Optimus — The Captain's Bridge Is Robot-Agnostic

The DWS IQ Hands layer is designed to be hardware-agnostic at the control layer. Optimus V3 is our preferred partner — but any robot platform that meets the integration requirements is welcome in the ecosystem.

"Optimus is the most capable robot in the world. But in a German chemical plant, a Finnish cement mill, or a French aerospace factory — 'most capable' means nothing without EU AI Act certification, CLOUD Act-free data sovereignty, and a compliance layer that speaks 27 languages. That is what DWS IQ provides. Without it, Optimus waits in the hallway. With it, Optimus walks in and starts working on day one."
